Washington State Heritage Center Bill

Greetings from Patrick McDonald, Assistant to the Secretary of State:

Secretary of State Sam Reed wanted me to update you on the Heritage Center bill currently before the Legislature. This measure would authorize the construction of a new State Library and State Archives building on the Capitol Campus along with exhibition space for the State Capital Museum. We are at a crucial juncture with the Legislature. The bill is currently sitting in the House Appropriations Committee. It needs to be voted out of committee and out of the House as soon as possible. Your help in doing this is crucial. Ask the members of the House of Representatives to please support the Washington State Heritage Center bill (SSB 5882).

We need you to contact your legislator and, if possible, have groups or organizations contact their legislators, and let them know how important it is for the future of the State Library, State Archives and Capital Museum that this project proceeds without delay. The momentum is very strong ˆ so much so that the bill in question passed the Senate with only a single NO vote. We do not want it to get lost in the last minute shuffle in the house.

SSB 5882 increases the corporate and government filing fee to cover the cost of the facility. Because of this and our efforts to raise money for the project we do not have to ask for General Obligation Bonds which would have forced us to compete with schools and prisons for funding. This is basically a user fee increase because most of the documents filed in the County Auditors offices around the state and the Corporations Division of our office eventually end up in the state Archives.

With strong bi-partisan support, this important project has moved quickly through the process. All we need is this last push statewide to make it happen.

Anything you can do to notify the Legislature of this important bill would be greatly appreciated. Without it we cannot build a new Library Archives State Capital Museum complex that is so desperately needed on the Capital Campus. Thank you for your assistance.
